General note: Hetalia is about anthropomorphized
countries so they are generally referred to as their country's name as well as
an actual person's name. For more

The show opens up with many of the show's characters gathered at a World
Conference. Each of the people there represent a country in the literal sense,
though the figures seated at the large round table are represented by white
nondescript figures at first.
America (The United States of America; a blond man with glasses) has situated
himself as a leading spokesman and encourages everyone to work together to solve
various worldly problems in an optimistic and very fast speech.
Belgium (a blond wavy-haired man) looks a bit confused and Spain (a
scruffy-haired carefree man) is distracted by a maid who is serving him tea.
Finland and Sweden (both reserved-looking fellows, Finland with short blond
hair and Sweden with light brown hair and glasses) are sitting together,
looking quietly disturbed as America encourages everyone to chip in with their
honest opinions on matters.
America then jumps right into his first concern about global warming. He
immediately suggests that they all build a "big hero" to shield the
earth from deadly rays. He is so sure about this idea that he won't take any
objections.
Japan (a conservative-looking man with short black hair) agrees with America,
which causes Switzerland (an aggressive scruffy-haired blond man) to yell at
him, telling him to give his own ideas instead of just simply agreeing.
England (a tidy blond-haired man with bushy eyebrows) opposes the notion as he
is reading a book and drinking tea, saying that is completely illogical. France
(a long-haired blond man with stubble) announces that he will just oppose both
America and England, as roses populate the background behind him. Both
England and America start prodding France, angry that they have both been
snubbed and saying that France is just disagreeing for the sake of disagreeing
even on such an important topic. France mildly tells them that neither of them
have good sense and that he was a gentleman.
China (a man with long, dark hair tied in a ponytail) sighs and tells them that they are all being so childish and that they
need to grow up. He presents a basket full of Asian snacks and tells them to
eat them and calm down. France and England are too busy fighting to pay
attention to him.
While this is happening, Spain wanders over to Russia (a tall ash-blond man)
and asks him if he was going to step in. Russia responds that he wants
Lithuania (a frail brown-haired man) to come crawling to him and then asks
Latvia (another frail man) if he agreed. Latvia nods eagerly since he is being
threatened by Belarus - a long-haired blonde woman in a black dress who is
supposedly close to Russia.
Estonia (a smartly-dressed blond man with glasses) calmly tells Russia that he
shouldn't be bullying the weak. Russia responds that it's too much fun, which
results in Poland (a blond long-haired effeminate man) stepping into the
argument between Russia and Lithuania. He threatens Russia to back off
otherwise his capital would become Warsaw under Poland rule.
Everyone continues fighting amongst themselves except for Greece (a disheveled
man with a curly hair antenna), who is busy snoozing in his corner and
undisturbed by the ruckus.
Germany (a military man with slicked-back blond hair) slams down a hand on the
table to call order. He chides everyone in an authoritative voice that is just
as fast as America's, saying that the meeting is no good if they are creating
more problems rather than solving the ones they already have. At the rate they
are going, there would another Der Kongreß tanzt.1
He then lays down the new strict terms for the meeting: one must present data
to support their statements before speaking. They will have eight minutes each
and there is to be no whispering.
Germany then says that the person to raise their hand first would be the first
to speak. A hand waves in the corner and Germany calls on Italy,2
giving him permission to speak.
The chipper brown-haired man with a side curly hair antennae on the left side
of his head dramatically puts out his hand and says "Pasta!"
