The episode begins with Italy cheerfully telling Germany that he has written a song for him. Germany is surprised that Italy has written a song for a supposed enemy and tells him to sing it.

Italy starts to sing "Song Dedicated To Germany From Italy" (Germany ni Sasageru Italy no Uta) as he strums his guitar and musical notes float in the air.  A dazed Germany listens. To add hilarity to this scene, the karaoke lyrics appear on the screen (in Japanese of course):

Germany. Germany. Germany is a great place.

They feed me even though I'm a prisoner.

The food doesn't taste crappy like British stuff either.

Sausage, cheese, it's all so tasty!

For a dog, it's heaven. That's what Germany is.

But why are all Germans so stern? I feel like I'm going to be crushed by their intimidation.

My heart is so afraid and I'm going to cry. The girls are so big too.

Is it your hobby to burst barrels of beer every day?

Also, please stop raiding my house in swarms. The tourists are way too scary.

German chicks are bigger and better built than me.

Yoohoo!

The last two lines are sung with Italy already packed into a cardboard box (by Germany) and sent back to the Italian troops.

The scene changes to a time period between World War I and World War II.  Germany is complaining to himself about his situation: even though France lost WWI and the war is over, he is still demanding the unreasonable.1

Cuckoo clocks start appearing on the screen, coo-cooing in time.  One of the cuckoo birds is actually a smug France who coo-coo's with the rest of them. Germany is seen hammering away at his work table, complaining that he has to make cuckoo clocks day in and day out to repay his bills to France. He then at least finds some comfort in the fact that the war is over and that he was able to ditch the weirdo Italy and relax. While he's musing to himself, the viewer can see Italy - dressed in red - wandering and floating around in the background like an airhead.

 

1:  Most likely referring to the Treaty of Versailles following Germany's defeat in WWI. More info here.  The anime footnote reads:  "France, who despised Germany, blamed all the war on Germany and its allies.
